Dr. Louters has served as the superintendent in the New Rockford-Sheyenne School District since 2012. Her work in the district focuses on fiscal solvency while building a personalized learning environment, focused on high level engagement with students and staff. A graduate of Concordia College, Moorhead, Minnesota, Minnesota State University, Mankato and St. Mary's University of Minnesota, she earned her Ed.D. in Educational Leadership in 2020. She secured her National Superintendent Credential in 2017 from the American Association of School Administrators.

Her service to the state includes a four year term on the State Board of Higher Education where she served as Vice Chair and the Chairperson of the Academic and Student Affairs Committee. She represented the board as a Commissioner on the Western Interstate Commission for Higher Education and as an Ambassador on the ABG Council for Student Success. Most recently she has served on the North Dakota Teacher Licensure Collaborative Task Force and as a member of the Steering Committee for the AASA Rural Leadership Development Initiative.

A resident of the Sheyenne Community, she continues to serve on several local professional and volunteer boards. In her free time, she enjoys travel, time with family and judging horse shows.
